Abstract
Currently, society is more politically active, managing to conquer true spaces for participation that transcend from making a problem visible to formally recognizing it through official statistics and promoting the issuance of laws; However, history has shown us that monitoring and legislating do not result in the solution of social conflicts, making it necessary to implement effective public policies that constitute true ways to achieve the objectives of the regulations.
In this context, the open government model arises, which enables the implementation of collaborative strategies between the State and society, where the dissemination of information of public interest and accountability are constant, establishing conditions to achieve the right to the truth. in forced disappearance.
