MUNICIPAL DEVELOPMENT PLAN AS AN INDISPENSABLE TOOL FOR PROMOTING LOCAL DEVELOPMENT

Abstract

The Municipal Development Plan (MDP) stands as the most crucial document at the outset of a mayor's administration. It outlines the mayor's work program upon assuming office and serves as the cornerstone of their entire administration. In collaboration with their primary administrative departments, the mayor conducts a thorough study of the key actions and strategies to be implemented throughout their term. To this end, they must conduct prior diagnostic studies to address the citizens' most pressing concerns and chart the best paths for the municipality's development. It is widely recognized that the Development Plan should closely reflect the realities of the environment in which it will be implemented. The starting point is Article 115 of the Constitution, which establishes the foundations for the Free Municipality. From there, essential elements for the development of the citizenry will be added, ranging from the constitutional level to local regulations, such as the Organic Law for the Free Municipality.
