THREE SPHERES OF VULNERABILITY FROM THE GOVERN-MENTAL, CIVIL SOCIETY AND ACADEMIC SYSTEMS TO RE-DUCE OF INEQUALITIES IN THE STATE OF MEXICO

Abstract

The purpose of the article is to show an overview of the communication that government, academic and civil society systems maintain about three spheres of vulnerability: women, indigenous peoples and migrants in an irregular situation in the State of Mexico; The systems theory methodology is used to observe the entropic communication of the governmental, academic and civil society systems in response to the response given in actions aimed at reducing inequalities of the three groups indicated, through three conversations with representatives of the three systems, communication for the protection of the rights of the three vulnerable groups was observed from a qualitative approach. Among the conclusions, the lack of communication between the systems and the non-existent articulation of the actions carried out to reduce social inequalities that cause difficulties in accessing the protection of fundamental rights stand out.
